Windows Activation Error 0xC004C003 or 0xC004C060: The Product Key Is Blocked

Errors 0xC004C003 and 0xC004C060 mean the same thing: Microsoft's activation server has looked at your product key and refused it — the key is blocked. Unlike most activation errors, this is not caused by your PC, your network or a typo, and retrying will not change the answer. What you need is a working key, and if you bought yours from us, that is our job.

What 0xC004C003 and 0xC004C060 mean

Microsoft's descriptions are short: for 0xC004C003, the activation server determined the specified product key is blocked; for 0xC004C060, the specified product key has been blocked. The difference matters to Microsoft's systems, not to you: in both cases the server has said no to the key itself, nothing on the PC can override that, and the remedy is the same.

You will usually see the code in Settings → System → Activation (on Windows 10: Settings → Update & Security → Activation), or in a dialog box after running slmgr /ato.

How it usually shows up

The key fails on its first activation. This is the typical case for 0xC004C003.
Windows was activated and then lost activation. One day the watermark returns, and the Activation screen says Windows is not activated — often with 0xC004C060. Windows re-checks its licence with Microsoft from time to time, and this is the first check after the key was blocked. You did nothing to cause it.
After reinstalling Windows on the same PC, when the key is entered again.

Why a key gets blocked

The key has been used more times than its licence allows. Microsoft counts activations, and once the limit is crossed the key is refused everywhere.
Microsoft has withdrawn the key. This can happen to a key that activated fine weeks or months ago.
Windows is trying an old key, not yours. After a reinstall or an upgrade, Windows sometimes picks up a key left over from a previous installation. The error is then about that key, not the one you bought.

The third cause is the only one you can fix yourself, so check it first.

Two checks before you write to us

Confirm which key is installed. Open Command Prompt as administrator and run slmgr /dli. A small window shows the last five characters of the installed key. If they do not match the key in your order, Windows is trying a different key — go to the next step.
Enter your key explicitly. Open Settings → System → Activation → Change product key and paste the key from your order. Pasting avoids the most common typos: Microsoft keys contain no letter O and no letter I, only the digits 0 and 1.

If your own key is installed and the error is still 0xC004C003 or 0xC004C060, the key is blocked. The Troubleshoot button, reinstalling or resetting Windows, switching network, VPN or DNS, and repeating slmgr /ato over several days all end with the same answer from the server.

How to get a replacement

the error code — 0xC004C003 or 0xC004C060;
a screenshot of the Activation screen or of the error dialog;
if Windows was activated before, roughly when it stopped.

Those details are usually enough to replace the key in one reply, without a long exchange. We reply within 24 hours. The new key goes in through Change product key: no reinstall, and your files and apps stay where they are.

One case a replacement does not cover

A licence belongs to one device. If the key was activated on one PC and you are now activating it on another — or on the same PC after a major hardware change such as a new motherboard — Microsoft treats that as a new device, and a new device needs its own licence. Write to us anyway and tell us what changed: we will tell you honestly whether anything can be done for your order.

Questions people ask about 0xC004C003 and 0xC004C060

Is 0xC004C060 different from 0xC004C003?
Not in any way that changes what you do. Both mean the server has blocked the key, and both are fixed with a working key.

Can I fix it myself?
Only if Windows is trying the wrong key, which the two checks above will show. If your own key is installed, the block is on Microsoft's side and only a different key will activate.

Will waiting a day help?
No. Temporary server problems produce network errors such as 0x80072EE7, not these codes. A blocked key stays blocked.

Can phone activation get around the block?
No. Phone activation helps with 0xC004C008, where the key is still valid. A blocked key is refused by the portal too.

Is Windows still usable while it is not activated?
Yes. Unactivated Windows keeps working and receives updates; you will see a watermark and cannot change personalisation settings. Nothing is lost while you wait for a replacement key.

Do I need to reinstall Windows to use the replacement key?
No. Enter the new key through Change product key and Windows activates in place. Your files and apps stay as they are.
