Windows Activation Error 0xC004C008: Activate Through Microsoft's Portal Instead
Error 0xC004C008 looks alarming, but it is the most fixable of the activation server errors. Online activation has refused the key; the key itself is usually still good. Windows can be activated through Microsoft's activation portal — still called phone activation, although no phone call is needed — and it takes about two minutes.
In short
- 0xC004C008 means online activation is closed for this key, not that the key is dead.
- On the Activation screen choose Activate by phone, copy the Installation ID into the Microsoft Activation Portal, then type the Confirmation ID back.
- Stuck? Send us a screenshot of the Installation ID with your order number — we will get the Confirmation ID for you.
What 0xC004C008 means
Microsoft's description is the activation server determined that the specified product key could not be used. In practice the server has stopped accepting this key over the internet — typically because it has already been activated online the number of times it allows. Activation through the portal works differently, and that route stays open.
That is the key difference from 0xC004C003 and 0xC004C060: those two mean the key is blocked everywhere. 0xC004C008 means only the online route is closed.
How to activate through the portal
- Open Settings → System → Activation (on Windows 10: Settings → Update & Security → Activation). Make sure the key from your order is entered — if not, use Change product key first.
- After online activation fails, an Activate by phone or Automated help option appears. Click it.
- Pick any country. It no longer matters which — it only used to decide which number you would call.
- Windows shows an Installation ID: nine blocks of digits. Open the Microsoft Activation Portal in a browser and enter it there.
- The portal returns a Confirmation ID. Type it into the same Windows window and confirm. Activation completes straight away.
Our phone activation guide walks through the same steps with screenshots of each window.
Keep the activation window open the whole time. Closing it creates a new Installation ID, and the Confirmation ID you were given will no longer fit. This is the most common reason the process fails.
If the portal will not accept the Installation ID
- Check that you copied all nine blocks. A missing block looks like a complete ID at a glance.
- Check which key is installed. In Command Prompt run slmgr /dli: it shows the last five characters of the installed key. They should match the key in your order.
- Do not repeat the attempt many times. Each try produces a new ID; the problem is rarely solved by a fifth attempt.
Stuck? Send us a screenshot of your Installation ID with your order number — by email to support@softugo.com or through our support form. We will get the Confirmation ID for you and send it back. We reply within 24 hours.
When the portal route does not work
If the portal refuses the key itself, not just the ID, write to us with the screenshot. For a key bought from us that has never been activated, we replace it; if we cannot provide a working replacement within 48 hours, we refund the order (Refund Policy, section 2).
One case is different. If the key was activated on another PC before, or on this PC before a major hardware change such as a new motherboard, Microsoft counts this as a new device. Portal activation sometimes still goes through in that case, but it is not guaranteed, and a new device normally needs its own licence. We are happy to try it with you.
Questions people ask about 0xC004C008
Do I really not have to phone anyone?
No. Microsoft moved phone activation to a web portal. The option is still called "phone" in Windows, but you only copy numbers into a browser page.
Is a key activated through the portal any less valid?
No. The result is the same activated Windows as with online activation, and it survives updates.
Will I see 0xC004C008 again after reinstalling Windows?
Probably, because online activation stays closed for the key. Use the portal again — on the same PC it takes the same two minutes.
Can I use the portal for 0xC004C003?
No. 0xC004C003 and 0xC004C060 mean the key is blocked everywhere, including the portal. See errors 0xC004C003 and 0xC004C060.
